It shall be unlawful for any person to torture, cruelly beat, ill-treat or inflict pain upon any animal unnecessarily within the City limits, or to place out any poison either upon their own or any other premises for the purpose of killing any domestic animals of another. It shall be unlawful to fail to properly feed and water any domestic animals, or to tie any domestic animals upon the public streets or in any public place for more than five (5) hours without food and water.
