No person shall throw, place, leave or permit to be thrown, placed or left, any litter, trash, filth, garbage or rubbish in or upon any street, alley or sidewalk of this village. Any person violating any of the provisions of this section shall be deemed guilty of a misdemeanor and fined as provided in section 1-4-1 of this code. (Ord. 451, 10-1-1973)
