Said roads shall be closed to all motor vehicles, except snowmobile traffic, and snow trail grooming equipment, between December 20 of each year, until April 15 of the succeeding year, commencing December 20, 2001. No person shall travel over said roads with any motor vehicle during the time of road closure.
