Pursuant to Idaho Code § 31-714, to provide for the safety, promote the health and prosperity, and for the protection of the property therein and the inhabitants thereof, provide as follows: that it shall be unlawful for any person or corporation to maintain or create a junk yard, dump yard, or disposal location for any automobiles, garbage, refuse, or any objects of abandonment or disposal within the county, excluding the municipalities thereof, except those in existence under the control and supervision of a municipality.
