No vehicle transporting solid waste shall be driven or moved on any street or highway unless the solid waste to be transported is completely covered with a tarp, netting material, or other covering, which leaves no more than a two-inch opening at any point through which solid waste could pass; provided, however, trees and tree parts may be transported without a complete covering, if securely tied to the vehicle by ropes or cords in a manner as would reasonably prevent such trees and tree parts from blowing or falling off of the vehicle.
