§ 111.052  CONSUMPTION ON STREETS.
   (A)   The consumption of alcoholic liquor by any person under 21 years of age is forbidden and no person, regardless of age, shall drink any alcoholic liquor on any public street, public sidewalk, public alley or in any publicly owned or controlled space that is not included in said license. Provided, however, that in the event of a county fair or other similar county affair, and during said fair or other activity, beer or wine may be consumed in a publicly owned or controlled space at which the county fair is to be conducted.
   (B)   Provided further that alcoholic liquor may be consumed on county owned or controlled property located within the county limits if:
      (1)   There is on display on said property a valid current county liquor license;
      (2)   All other provisions of the ordinances of the county regulating possession, delivery or sale of intoxicating liquors are met; and
      (3)   Said person possessing the liquor license receives a permit from the Liquor Control Commissioner and registers with the County Clerk.
   (C)   These rights shall be for special events only.
