(A) Any person who is convicted of such an offense described in § 91.07 shall be guilty of a petty offense and shall be fined not less than $100 or more than $500.
(B) All individuals who have their dog or cat vaccinated for rabies and refuse to pay the county registration fee shall be subject to a $30 fine and applicable costs for failure to pay the county registration fee.
(C) The owner of the animal receiving the citation described in § 91.24 may plead guilty to the offense charged in the citation prior to the scheduled appearance date by so indicating on the citation and pay a fine of $25 for a first offense, $50 for a second offense, $100 for a third offense, plus costs, to the Circuit Clerk. This provision is in addition to, and not in substitution of, the violations and punishments set forth in § 26 of the Animal Control Act, 510 ILCS 5/26.
