Every owner of a dog or cat shall keep such dog or cat from leaving the premises occupied by said owner unless the dog or cat is accompanied or supervised by its owner or on leash. Every owner of a dog shall keep such dog from repeated barking when such barking disturbs the peace and continues for more than one hour.
