§ 91.22  COLLAR AND IDENTIFICATION.
   (A)   Every owner of a dog or cat four months of age or more shall cause a current, valid rabies inoculation tag to be attached to a collar or harness and worn by the dog or cat to which such tag was issued at all times.
   (B)   Every owner of a dog or cat under four months of age shall have a tag specifying the owner’s name, address and telephone number attached to a collar or harness which shall be worn by the dog or cat at all times. Every owner of a dog or cat shall maintain proof of inoculation and produce it upon request.
   (C)   The rabies inoculation tag attached to the dog or cat shall state “Franklin County” and the county number thereon. Records of these tags and the animals vaccinated shall be kept by the veterinarian for a period of five years.
   (D)   The county registration and tag shall be issued by the licensed veterinarian.
