Except as provided in § 112.20 of this chapter with regard to adult entertainment establishments existing prior to the effective date of this chapter, it shall be unlawful for any person not having a current and valid adult establishment license to establish, operate or maintain an adult entertainment establishment within the unincorporated area of the county at any time after the effective date of this chapter.
