The President, with the concurrence of a majority of the Village Council, shall appoint or designate an acting Village Administrator during a vacancy in the office of the Village Administrator, with the scope of authority and responsibility of the Acting Village Administrator to be established by the Village Council as a condition of the appointment. While the office of Village Administrator is vacant or occupied by an acting Village Administrator, the Village Council may reserve to itself or delegate various duties and responsibilities of the Village Administrator prescribed in this chapter.
