Reserve police officers in the Village shall have full police powers, provided, however, that they operate under the direct supervision of the regular full-time officer, such supervision to be either in person or by immediate radio contact; that their weapons be used only in a life threatening situation; and that they be strongly encouraged not to make stops for a number of reasons, the two most important being: It takes them out of a potentially dangerous situation; and it does not take them away from their jobs to appear in court or otherwise testify.
