Notwithstanding any other provision of this chapter, a peddler or solicitor or non-commercial advocate shall not block, obstruct, impede or otherwise interfere with the normal flow of vehicular or pedestrian traffic upon a public highway, street, road, alley, drive or sidewalk or within public buildings and other public areas within the Village by means of a barricade, object or device, or with his or her person.
