It is the intent of Council that construction or other activities will not, by any direct or inadvertent action, impede, obstruct or divert the flow of water in the flood plain so as to alter its discharge capacity and natural storage, or otherwise adversely affect the public health, safety and welfare, or cause substantial damage to public or private property in the event of a flood. Further, it is the intent of Council to avoid pollution of the Franklin Branch of the Rouge River.
