No person, except an officer in the discharge of his or her duty or a citizen duly authorized and appointed as a deputy while in the performance of his or her duty, shall draw, handle or flourish a revolver, pistol or gun in any public street, avenue, lane, public park, alley or other public or private place within the territorial limits of the Village of Franklin.
