The Village Administrator and the Village's Code Enforcement Officer, or other authorized enforcement agency shall be permitted to enter upon all properties for the purposes of inspection, observation, measurement, sampling and testing of suspected non-stormwater discharges in accordance with the provisions of this chapter. Refusal of reasonable access to the Village Administrator, the Village's Code Enforcement Officer, and/or representatives of the authorized enforcement agency to any part of the premises is a violation of this chapter.
