(A) A fund is hereby recognized and established to promote economic development and tourism titled the “Frankfort Promotion of Business Fund.”
(B) (1) Funds appropriated by the Council to the Fund shall be used to pay the expenses of or to reimburse city officials and volunteers acting on behalf of the city, as the case may be, for expenses incurred in promoting economic development and tourism in the city. Such expenses may include, but are not limited to, rental of meeting places, meals, mileage, decorations, memorabilia, awards, expenses incurred in promoting industrial, commercial, and residential development, expenses incurred in developing relations with other units of government and any other expenses of a civic or governmental nature deemed by the Mayor and/or the Board of Public Works and Safety to be in the best interest of the city. More specifically, in addition to the general promotional purposes set forth above, the funds may be used for, but shall not be limited to, the following:
(a) VFW (flags);
(b) Friends of Scouting;
(c) Reimbursement of out-of-pocket expenses of volunteers performing services for the benefit of and at the request of the city;
(d) Newspaper, radio, and television advertising;
(e) Frankfort Hot Dog Festival;
(f) Awards and keys to the city;
(g) Community link;
(h) Summers Edge (flags and signs);
(i) Jaycees (fireworks and events);
(j) Bottled water and refreshments;
(k) Purchase of city promotional items such as pens, pencils, note pads for distribution containing the logo and name of the city distributed for advertising and promotional purposes.
(2) It shall be appropriate and proper for the Mayor of the city and for the Board of Public Works and Safety to utilize funds for the purposes set forth hereinabove to promote the economic development and tourism of the city. Any expenses to be reimbursed to city officials or to volunteers acting on behalf of the city shall be verified by claim submitted to and approved by the Board of Public Works and Safety.
