(A) Pursuant to the provisions in I.C. 5-22 et seq. the Board of Public Works and Safety of the city is the Purchasing Agency for the city government.
(B) Pursuant to I.C. 5-22 et seq. each department head is designated as an additional purchasing agent and the Board of Public Works and Safety may designate in writing additional deputy purchasing agents as are necessary.
(C) Any purchasing agent herein designated may make purchases on the open market without notices or bids if the purchase is less than $25,000.
(D) The Board of Public Works and Safety may adopt any rule or policy consistent with I.C. 5-22 for small purchases and for services. Purchase orders and quotes are required for purchases over $1,000.
(E) Each purchasing agent may purchase services in any manner the purchasing agent determines to be appropriate.
(F) The purchasing agents shall purchase supplies manufactured in the United States unless any of the following applies:
(1) The supplies are not manufactured in the United States in reasonably available quantities;
(2) The price of the supplies manufactured in the United States exceeds by an unreasonable amount the price on available and comparable supplies manufactured outside the United States;
(3) The quality of the supplies is substantially less than the quality of comparably priced available supplies manufactured outside of the United States; and
(4) The purchase of supplies manufactured in the United States is not in the public interest.
