(A) The Board of Public Works and Safety is designated as the Purchasing Agency for all Executive Branch departments, commissions, agencies and other establishments of the city, except for the Common Council, Utility Service Board, Auditor, Billing Office, Water Works, Wastewater Treatment Plant, Sewer Maintenance, and City Light and Power.
(B) The Common Council is designated as the Purchasing Agency for the Common Council.
(C) The Clerk-Treasurer is designated as the Purchasing Agency for all Fiscal Branch Departments and establishments within his or her control and authority.
(D) The Frankfort Utility Service Board and all Utility department heads are designated as the Purchasing Agency for all activities and establishments within its control and authority.
