All areas containing outdoor lighting, including but not limited to floodlighting, security lighting, area lighting, or parking lot lighting shall comply with the requirement of this chapter. Luminaires shall not be closer to the property line than a distance equal to three times the fixture’s mounting height above grade at the property line.
