Within the designated Overlay District boundaries, there shall be a primary tier in which there is the greater desire to manage the appearance of land uses fronting State Road 28. This primary tier, as shown on Figure 2: State Road 28 Overlay District Tiers (Aerial View), set forth in Ordinance 14-23 and incorporated herein by reference, shall include all property and buildings fronting on State Road 28. The secondary tier is an area greater than the primary tier and extends farther north and south of State Road 28 as shown on Figure 2: State Road 28 Overlay District (Aerial View), set forth in Ordinance 14-23 and incorporated herein by reference. The secondary tier shall contain additional development regulations from the base zoning district but shall be less restrictive than the primary tier. Unless specified within a specific regulation, all standards shall apply to both the primary and secondary tiers.
