This District is created as a special overlay district to be superimposed on base districts by approval of the Common Council. Boundaries of this overlay are shown on Figure 1: State Road 28 Overlay District Boundaries (Plan View), set forth in Ordinance 14-23 and incorporated herein by reference, and may be revised by the Common Council through the rezoning process. Development standards provided herein are intended to supplement those permitted in the underlying zoning classification and in some cases may be more restrictive than those of the underlying zoning classification. When the requirements of the underlying zoning district and the Overlay District appear to be in conflict, the more restrictive shall apply.
