Tables and chairs may be used outside on public right-of-way sidewalks in the Historic Downtown Area, in front of food and drink establishments, with the following requirements:
(A) Tables and chairs will not be permanently anchored to sidewalk.
(B) Pedestrian travel non-obstructed area will be maintained at no less than 40% of the sidewalk or not less than four feet.
