(A) Any decision of the Building Inspector of the city concerning the issuance of an improvement location permit may be appealed to the Board of Zoning Appeals when the decision in question involves a requirement of the current zoning code of the city, as amended, or to the City Plan Commission when the decision in question involves the requirements of other parts of the master plan by any person claiming to be adversely affected by the decision.
