§ 35.36  MERIT SYSTEM FOR CIVIL DEFENSE EMPLOYEES.
   (A)   There is hereby established a merit system of personnel administration for all employees of the Civil Defense Agency of the city, to be serviced by the State Personnel Department.
   (B)   The merit program shall be serviced by the State Personnel Department pursuant to state law, and shall meet the merit system standards established by the federal government pursuant to Section 205 of the Federal Defense Act of 1950, as amended, including the exemption of any positions from the merit program as recognized in these same federal standards.  For the purpose of administering the merit program for all employees of the Civil Defense Agency, the County Civil Defense Director is hereby empowered and designated as the appointing officer.  The County Civil Defense Director is hereby authorized and directed to enter into any arrangements and agreements with the State Department of Civil Defense and the State Personnel Department as may be necessary to provide for a continuing merit program of personnel administration for all County Civil Defense employees.
