It is the policy of the city that no discrimination on the basis of race, religion, color, sex, national origin, or ancestry be condoned or permitted against any person or persons in recruitment or hiring of employees, in any personnel transactions, in the provision of government services, in the accessibility of programs and facilities, in the solicitation of bids or the awards of public contracts.
