§ 3  RESIDENTIAL STREETS.
   The residential streets now in existence would not be subject to changes, except in a minor sense.  New residential streets, however, should be designed in accordance with the sound principles of residential neighborhood design.  New residential streets should have rights-of-way of 60 feet in order to accommodate roadways, sidewalks, and space for utilities, and adequate space for heavy snow removal.
