In the event that the Common Council, pursuant to the provisions of I.C. 36-9-6.1 et seq. and all acts amendatory thereto, should levy a tax on taxable property in the city for the purpose of a Thoroughfare Fund, the fund, when collected, shall be kept separate from other funds of the city, and pursuant to statutory authority the fund shall be a continuing fund to be drawn upon by the Board of Public Works and Safety of this city, for work done under, in furtherance of, or in carrying out a part of the Official Thoroughfare Plan.
