§ 153.16  RECORD PLAT APPROVAL.
   (A)   When the record plat is submitted to the City Plan Commission, it shall be accompanied by a notice from the Board of Public Works and Safety, stating that there has been filed with and approved by that body, one of the following.
      (1)   A certificate signed by a registered professional engineer, or registered land surveyor, who has been approved by the Board of Public Works and Safety, stating that he has inspected the improvements and installations for the subdivision required for its approval, during and after their construction and installation and they have been made or installed in accordance with the approved specifications.
      (2)   A bond which shall meet the following requirements.
         (a)   Run to the city.
         (b)   Be in an amount determined by the Commission and the Board of Public Works and Safety to be sufficient in amount to complete the improvements and installations in compliance with this chapter.  A statement of the estimated amount sufficient to complete the improvements and installations shall be furnished by the subdivider and attested to by a registered professional engineer or a registered land surveyor.
         (c)   Be with surety satisfactory to the Commission.
         (d)   Specify the time for the completion of the improvements and installations.
   (B)   The performance bond referred to in division (A) (2) above shall not be released until a certificate signed by a registered professional engineer or registered land surveyor, as the case may be, who has been approved by the Board of Public Works and Safety, shall have been filed stating that the engineer or surveyor has inspected the improvements and installations and that they have been made and installed in accordance with the approved specifications.
   (C)   Within a reasonable time after application for approval of the record plat, the Commission shall approve or disapprove it.  If the Commission approves, it shall affix the Commission's seal on the plat, together with the certifying signatures of its President and Secretary.  If it disapproves, it shall set forth the reasons for such disapproval in its own records and provide the applicant with a copy.
