The Mayor of the city shall be the President of the Board of Trustees, and the City Clerk-Treasurer shall be its Treasurer. The Board may elect or appoint its Secretary. It shall be the duty of the President to preside over the meetings of the Board and call special meetings of the employees of the utilities, and to preside over the annual as well as the called meetings of the same held with relation to the Trust Fund.
