It shall be unlawful for a group of three or more persons to congregate and linger at any location on the premises of a drive-in restaurant or private parking area other than in the drive-in building or in a legally parked automobile or motor vehicle. Persons so congregating and lingering shall be guilty of loitering. No person shall drive a motor vehicle onto the premises of a drive-in restaurant and then from the premises without parking the motor vehicle, unless there is no unoccupied space available on the premises.
