§ 130.02  PAINTING OR MARKING ON UTILITY POLES OR PAVEMENT.
   It shall be unlawful for any person, firm, or corporation to mark, paint, or post any sign, notice, advertisement, bill, or placard, or in any manner to mark or paint on the utility poles or on the pavement of any public or private walk in the city.  This section shall not apply to the marking or painting of signs or advertisements on the public walk in front of and adjoining any business room by the occupant thereof.
