The Common Council is empowered and authorized to revoke or suspend the licensee of any public carrier or taxicab found to be unsafe and not in good condition with respect to appearance, cleanliness, and mechanical operation. When a license is suspended or revoked it shall not be reissued until the public carrier or taxicab and all its appurtenances are put in fit condition for use by the public and satisfactory to the Common Council.
