(A) The city is authorized to take such steps as are necessary to clean up, remove or abate the effects of any hazardous substances located on the property (including streets and appurtenances) or facilities located within the limits of the city.
(B) In complying with the provisions of this chapter, the Enforcement Officer may retain the use of private contractors to assist it.
(C) Any covered person shall be jointly and severally liable for the abatement costs for any discharge of hazardous substance.
(D) When responding to any discharge of any hazardous substance, the Enforcement Officer shall keep a detailed record of the abatement costs attributable to any covered person.
