It shall be unlawful for any person, firm, or corporation to transport over or along any street, alley, or public place in the city, any loose material, dirt, or substance or liquid of any kind in vehicles, vessels, or containers which leak or permit or suffer any loose material, dirt, liquid, or substance to drop, spill, or scatter upon the street, alley, or public place from the vehicle, vessel, or container while the materials, dirt, liquids, or substances are being transported over or along the street, alley, or public place.
