(A) The city shall provide a city-wide cleanup at least twice each calendar year by curb pick-up or by utilizing roll-offs placed at various points throughout the city. The Board of Public Works and Safety shall determine the dates for such clean-ups which dates shall be published in advance.
(B) Garbage and trash receptacles in the city parks, on public sidewalks or on other city property are not community trash disposal areas. Persons shall not use such facilities for the disposal of trash accumulated at their residence or place of business.
