§ 98.03  TRASH COLLECTION SERVICES.
   (A)   The city, acting through the Frankfort Street Department, shall provide a curbside or roadside trash collection service to only those residences located within the city comprising three or less residential units per building. Regular trash collection services shall be provided no less than one time per week for the collection of authorized trash bags. The times and locations of the collection services shall be determined and established by the Board of Public Works and Safety. If the scheduled trash pick-up for any residence is two days during any week, then such residence shall be limited to five bags per pick-up. If the scheduled trash pick-up for any residence is only one day during any week, then such residence shall be limited to seven bags per pick-up.
   (B)   The trash collection schedule shall be subject to change as may be necessitated by special circumstances, including but not limited to holidays, special events, inclimate weather, equipment breakdown or natural disaster.
   (C)   The Frankfort Street Department shall only pick up bulk items upon request of the resident and only after the bulk item or items have been paid for at the City Clerk-Treasurer's Office or the Frankfort Street Department in advance. No appliances containing Freon will be picked up or accepted for disposal by the city. The cost of the bulk items shall be established by the City Council through ordinance and may be amended as needed from time to time but shall initially be as follows:

      (1)   Carpeting and carpet padding will be picked up only if cut into pieces no larger than four feet by 12 feet, tied and rolled.
   (D)   Brush and tree limbs will be picked up by the city without cost if the resident bundles the items, places the items at curbside and calls the Frankfort Street Department in advance. However, brush and tree limbs will only be picked up if it was accumulated by the resident or through an act of God and not by a person, firm or corporation hired to trim trees, brush, shrubs and the like. The city will not pick up grass clippings regardless of their source.
   (E)   All garbage, trash or other items to be picked up by the city pursuant to this chapter shall be placed at curbside or alley immediately adjacent to the individual's residence prior to 7:00 a.m. on the pick up day designated for that location. Garbage and trash shall not be set out earlier than dusk on the evening preceding the day designated for pick up. Any garbage, trash or rubbish that has not been picked up by 5:00 p.m. of a given day must be removed by the resident so that it does not remain on the street or alley between the hours of 5:00 p.m. and dusk of the day scheduled for pick up at the residence.
   (F)   It shall be unlawful for any person to transport refuse, garbage, rubbish and material debris from outside the city limits for purpose of pick up or disposal by the city.
