In the event at the time a dig or excavation is required to be made and the Offices of the City Building Inspector and City Clerk are closed and an emergency exists, a person, firm or corporation may cut immediately into any street or alley or other public place without the permit required in this subchapter being first had and obtained on notifying the Police Department and on appearing at the City Clerk's Office and applying for the permit as soon thereafter as the Office is open to transact business.
