It shall be the duty of the City Building Inspector or his designate, together with the City Street Superintendent to supervise the refiling of all excavations and the replacement of all pavement and see that all work done in connection therewith is done in a workmanlike manner. Whenever any such opening or excavation is ready for refilling or the street surface is ready for relaying, repaving or resurfacing notice should be given by the applicant to the City Building Inspector.
