It shall be the duty of the City Building Inspector to prepare from time to time general plans and specifications governing the refilling of trenches or excavations and the repaving or resurfacing of the different types of pavement in the city. The plans and specifications, after approval by the Common Council, shall be placed on file in the Office of the City Building Inspector and the City Street Superintendent. The City Building Inspector may prepare special plans and specifications when he deems them to be necessary.
