It shall be unlawful for any person, firm, or corporation to place building materials in or upon any street, alley, gutter, or sidewalk within the city without first having obtained the permission of the Street Superintendent. Where such permission is granted, the materials shall not unnecessarily encumber the streets, alleys, gutters, and sidewalks, and not more than one-half of the width of any such street, alley, gutter, or sidewalk shall be obstructed.
