It shall be unlawful for any person, firm, or corporation having the management or control, or being the owner, occupant, or agent of any lot, parcel of ground, or tract of land abutting upon any improved street in the city, to cause, or suffer or permit the growth, accumulation, or existence of snow, ice, dirt, or other matter on the pavement of any public sidewalk on the street adjoining the lot, parcel of ground, or tract of land.
