The various utility clerks needed to manage the bookkeeping and administrative requirements of the utilities shall be appointed and compensated by the board having control of the utility the clerk serves. The utility clerks serve at the pleasures of the board which appointed them. The Clerk-Treasurer and the Mayor shall be compensated for services he or she renders to the city's utilities.
