Any invoice or statement issued pursuant to § 96.27 or § 96.28 of this subchapter may be appealed to the Board of Public Works and Safety if written notice of appeal is filed with the Clerk-Treasurer of the city within 14 calendar days after the statement or invoice has been mailed to the landowner. In such event of appeal, the city shall notify the owner of the place, date and time of the hearing on appeal before the Board.
