Whenever the Frankfort City Engineer or City Police Officer shall find any such vehicle placed or stored in the open upon public property within the city, he or she shall issue an order to the owner of the vehicle to remove within three days. Notice of such order shall be placed upon the vehicle. If such vehicle is not removed within three days pursuant to such order and notice, the City Engineer or City Police Officer shall cause the vehicle removed by a junk or salvage yard or wrecker service, the cost and expense to be paid by the owner of the vehicle. The owner of said vehicle would also be cited into Frankfort City Court for violation of said order.
