§ 96.07  ABATEMENT.
   (A)   Whenever any nuisance shall be found to exist upon any public or private property within the city, the Chief of Police or the Building Inspector of the city shall issue an order to the person maintaining the nuisance or to the owner or occupant of the premises to abate the nuisance within three days if upon public property or ten days if upon private property.  If any person, firm, or corporation so notified shall neglect, fail, or refuse to comply with the requirements of the order by abating the nuisance within the specified time, the person, firm, or corporation shall be punishable under§ 96.99.
   (B)   In the event of refusal or neglect of the notified offender to obey the order and abate the nuisance as ordered, the Chief of Police or the Building Inspector shall have the unlawful condition abated.  The costs and expenses of the abatement shall be a lien upon the real estate of the person maintaining the nuisance, and shall be placed on the tax duplicates by the auditor and collected as taxes are collected.
