It shall be unlawful for any person to violate the provisions of this chapter. Whenever any police officer makes an arrest for violation of this chapter he shall take down the name, address, operator's license number, and registration number of the vehicle of the alleged violator in writing on the form provided by the Police Department, a citation for a violation of this chapter.
