§ 91.02  PROCLAMATION BY MAYOR.
   When in the judgment of the Mayor of this city a civil emergency, as defined in § 91.01, is deemed to exist, he shall forthwith proclaim in writing its existence.  In case of the absence of the Mayor from the city, the Chief of Police is hereby authorized to act in his stead.
