The provisions of §§
90.15 and
90.16 shall not apply to any dog show, law enforcement dogs, nor to any seeing-eye dogs trained to assist blind persons when the dogs are actually used for such purposes, nor to dogs kept in kennels licensed by the state while the dogs are actually in the kennels.
