SCHEDULE I: PROHIBITED PARKING.

   Parking is prohibited at all times on the following streets or portions thereof, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or traffic signal.  Any person, firm, or corporation who shall violate any of the provisions of this schedule, upon the determination of any police officer of the City Police Department that the vehicle impedes the orderly flow of traffic or constitutes a traffic hazard or a public nuisance, the officer shall have the authority to tow away the vehicle.
